Economic Impact and Appraisal

We have extensive experience developing economic impact assessments and appraisals for a wide range of policies, programmes and projects. We deliver rounded assessments based on government-recognised techniques, capturing direct and indirect effects; distributional impacts; and reflecting both market and non-market values. Organisations seek our support to: make the case for public funding; unlock investment; win contracts; secure planning permission; and to generate positive media coverage.

We are expert users of HM Treasury’s Green Book and associated guidance. Paul led the team responsible for the Department for Local Government’s Appraisal Guide and has extensive knowledge of its underpinnings and practical applications. He also led the team responsible for measuring and implementing the impacts of new regulation on business.

Current activities

We are working with Cornwall Council to develop an Investment Programme and Green-Book compliant business case (also including advice on delivery mechanisms), in collaboration with Heneage Homes Ltd. Paul is producing financial and economic appraisals for commercial and residential development schemes in Swindon, including Brunel’s Carriage Works, part of the largest development site West of London.
